yes, this is true. I have some successes when using an app called Tandem.

Depending on your native language you should be able to find relatively easy a Polish language speaking partner.

The reliability is another question but you can actually learn together with a few people in the same week so even if somebody is not available you will still get a Polish lanugage lesson.
